Sir Humphrey (Nigel Hawthorne), permanent secretary of the minister for
adminitrative affairs Jim Hacker (Paul Eddington) is appalled: Not only
does his minister refuse to hand out honours (like a knighthood or such)
to civil servants unless they cut their expenses by 5 percent, he also
doesn't want to support foreign students at the universities anymore ...
which is especially hard on his university, Bailey, which he of course
supports wholeheartedly. But what's more, Hacker seems to be reluctant to
change course in either of these 2 matters ... until Humphrey has a
splendid idea: Why not invite him to Bailey College and offer him an
honorary doctorate ... ? And if he wants the doctorate, doesn't he have to
sanction honours for civil servants too ? As an exchange, Hacker gets some
of his proposed cuts in expenses ...
Great political satire. Especially the scene in which Paul Eddington -
rather drunkenly - explains to the Bailey college staff why he can't have
Humphrey arrested is priceless.
