Minister for administrative affairs Hacker (Paul Eddington) wants to
put a stop to high-rise buildings to improve the quality of life,
much to the dismay of his permanent secretary Humphrey (Nigel Hawthorne),
because his friend Sir Desmond (Richard Vernon), an influential
banker, does want to put six extra floors onto his 38-floor building ...
But then Humphrey cooks up a little plot using the minister's
media-obsession, and has him being photographed and filmed in a city farm
on one day, praising the project, only for his department to shut it down
the next, to turn it into paring space for inland revenue officers ... and
all of a sudden only Sir Desmond, who happens to have some land in the
immediate vicinity, can help him out ... for the price of an extra nine
(no longer six) floors for his building.
One of the weaker episodes of the series ... which still means good and
well-played political satire. Especially Richard Vernon as the ignorant
banker is a hoot.
