Mayumi (Juri Inahara) is visiting the Mangriffon school for anchorwoman, a school run by a sinister headmaster & sadistic teachers. & since Mayumi has spent her youth overseas & can hardly read any Kanji (the main Japanese script, somewhat resembling Chinese characters), the school is especially difficult for her ... & before long, her teachers drag her to the torture chamber, where she is tied up, flogged & humiliated ... but wait, someone comes to her rescue, it's a super hero, it's KEKKO KAMEN, who, besides a mask, boots & a scarf, is stark naked. But she takes on the teachers easily, either using her fighting skills or blinding them with her beautiful vagina (!), & has soon freed Mayumi ...

The headmaster is furious & wants Kekko Kamen caught & her identity revealed (it's well-meaining teacher Keiko [Shino Saito] by the way), so one of the teachers uses his ability to suck energy from female breasts & turns one girl into male student Akira ... whom Mayumi almost immediately falls for (as was intended).

As the next victim for their torture, the teachers have picked Kyoichi, one of the few boys in the school, only to find out on the rack that he is really a girl too ... & before long, the teachers receive another beating &/or glimpse at her beautiful crotch from Kekko Kamen.

Later, student Wakane's panties are gone, so she wears nothing underneath her skirt for dancing class, which is soon found out though ... & off with her to the torture chamber, where she is put into a pool with eels. Mayumi wants to save her friend, but this only results in her landing in the pool as well.

Again, Kekko Kamen comes to the rescue, but this time the teachers have hired reinforcements, butchy female teacher Behemoth, on whom Kekko Kamen's nakedness seems to have no effect, & she can only just escape ...

Akira meanwhile saves Mayumi, but then turns into supervillain Illusionary Panty, who gets his power from stolen panties (including those of Wakane), & who wants to capture Kekko Kamen ... but to that end he has to take Mayumi hostage & has to steal her panty ... which is where his luck turns, because Mayumi has a blinding vagina (?!) as well, & together with Kekko Kamen, she defeats the teachers, & it also provides Kekko Kamen with a much-needed gun to shoot Behemoth with ... Akira/Illusionary Panty turns back into his female form at the end of this fight.

But it's not over yet as finally, the headmaster has decided to take on Kekko Kamen on his own, & he's convinced she is anchorwoman Mizuho Sakuragi ... until Mizuho Sakuragi turns up as well with a camerateam, to broadcast the fight between the headmaster & Kekko Kamen live, & even leaves it to Mayumi to do the commentary ... Guess who wins.

 

Cheap & campy & every bit as silly as it sounds, but not the pure sleaze one might come to expect, instead sort of an anything-goes but essentially innocent dirty joke, in a wonderfully trashy context. Might not be for the easily offended or those who expect over-the-top special effects, though.
