Hi-Jack (Mike Ragan) runs a car-hijacking operation that's specialized
on not only stealing cars but also changing their appearances and - most
important - engine numbers ... which makes his outfit almost untraceable.
However, he has a fall-out with Ruff (Riley Hill), his engine-number
specialist. But when the conflict is about to culminate, Dick Tracy (Ralph
Byrd) and Sam Catchem (Joe Devlin) enter Hi-Jack's garage, and both
Hi-Jack and Ruff abandon ship, leaving it to mechanic Dolk (Ward
Blackburn) to deal with the cops - and he soon getskilled in a shoot-out. Somehow,
this remotely interesting episode seems to be missing a few important
elements: the confrontation between Hi-Jack and Ruff is never resolved,
and Dick Tracy never actually comes face-to-face with Hi-Jack, Hi-Jack
just gives him the slip - so after you have seen this you wonder if there
isn't a second part missing. There is no indication whatsoever that there
ever was a second part though.
