Police officer Rei (Miki Sugimoto) was used as bait to lure a rapist out into the open, but when things got hot & heavy, instead of making an arrest she killed him, using her trademark red handcuffs. & because the rapist was a renowned diplomat in real life, Rei is thrown into the slammer for killing him ... supposedly for all eternity.

... but then Yokio, the daughter of famous politician Nagumo (Tetsuro Tamba), is kidnapped, orignially to be sold into prostitution, but when her kidnappers find out her true identity, they decide to collect some ransom instead. Nagumo though wants to avoid a scandal at any rate, so instead of turning to the proper authorities, he turns to crooked cop Ogata & tells him too set Rei free & let her handle the affair outside of the police.

Reluctantly, Rei agrees & soon wins the trust of Toki, the boss of the kidnappers, whom she helps out of a tight spot when several of Ogata's men try to set him up. However, as a thank you, Toki lets his man rape & beat up Rei, once he has brought her back to the gang's hide-out, a brothel. Rei however shows her gratitude by killing the brothel's madam (Yoko Mihara) before not only joining the gang but sloowly taking over control. & at the next proposed transfer of ransom, she sends one of the gang to his death in cold blood (as Ogata & his fellow rogue cops are quite merciless, too).

Soon, the gang starts to fall apart, which culminates in Toki's own brother trying to help Yokio to escape - & Toki shoots him for it.

Soon the gang is attacked by Ogata's men too, & relocates in a theatre, taking a whole troupe of actors hotage, but to no avail, Ogata's men are still after them & have little regard for the hostages' lives.

However, Toki finds out Rei is really one of Ogata's spy & handcuffes her & makes her his hostage ... & even that is to no avail, since Nagumo has since redecided, & to avoid a scandal orders both Rei & his daughter shot ("just make it look like an accident"), so in the final shodown - between Ogata on one, Toki & Hat, his only surviving gangmember - Rei & Yokio get into the line of fire, but miraculously stay relatively unharmed while Hat & Ogata are finished off, & Rei uses her red handcuffs again, to hang Toki (really).

& as a thank you to Nagumo, she not only brings his daughter back to safety but also lets her tell a few things to the press that will effectively end her father's career.

 

It might be no masterpiece, but this film is actually a solid sex-&-crime actioner that moves at a fast pace, has violence & nudity aplenty, & is filmed in a hip & flashy style so to keep the viewer entertained throughout.
